Operational planning for Universal Birth Registration
A one-day meeting was held in the Town of Gueckedou with partners – Health Workers Network representatives, Program Coordinators and Office managers on the future of the Universal Birth Registration in Guinea. A strategic operational action plan was elaborated for the next one year. A survey is scheduled for early next fiscal year to determine the viability of the present statistics and to better improve the new database. Plan Japan is co-financing a grant in Guinea for this program.

Program Quality improvement Initiatives
25-26 February 2003 - While striving to achieve program quality, one strategy being employed by Plan Guinea is the reinforcement of its human resources through trainings, seminars and exchanged visits. A recent training session in computer literacy was organized in Kissidougou for field staff by Dabah Aghailas, CD Assistant. The two-day session was based on working in MS Windows Environment and practical exercises and group work were done MS Excel and PowerPoint.

At the end of the training, an evaluation was conducted to get feedback from the participants. Some of their concerns were among the following:
Similar sessions will be replicated in Gueckedou, Macenta and Zali over the coming weeks.

As Plan Guinea is moving forward to improving and achieving better program quality, final evaluation of its existing CPOs has been planned for the coming months. In the same light, the CMT end extended members met in Kankan from 16-19 February 2003 to continue the elaboration of its new CPOs that will start in the June 04, fiscal year 05. It should be noted here that the process began since last year when series of input collection sessions were organized with frontline staff and representatives from different partner organizations.

A two-day training session was organized for Community Leaders in Gueckedou in project management and control according to Plan's standards in Guinea. Jacques Tounkara and Maurice Yombou, both Program Area Coordinator and Office Manager respectively animated the session.

Plan Germany visits Guinea's program
A German delegation composed of six persons visited Plan Guinea from February 1-8, 2003. The objective of this visit was to get a first hand experience of Plan's program in Guinea and the people's way of coping with life. This information will then be used in raising awareness about Plan's work of the German population in order to win more sponsors thus increasing Plan's budget. The mission was headed by Heide-Marie, Program Development Officer at the German National Office.

The distribution of the Scholarship Funds was carried out in Macenta from the 22 to January 30, 2003 to school children who completes 7th and 10th grade where girl girls usually benefit as twice as boys. In the same light, different sessions were organized in various zones during the month on the reorientation of the Fund in coming years. Different proposals were made by the communities:

Professional Animators Evaluated
An evaluation session of Professional Animators was organized on January 24, 2003 in Kissidougou. About thirty persons were evaluated in terms of their contribution to the communities in which they work. With regards to the Plan's new strategic directions, it has been suggested to reinforce the competences of frontline staff if we are to achieve program quality. Several training modules are being elaborated to this effect.

Guéckédou Celebrates New Year
Gueckedou celebrated the New Year with the massive return of its population. People from Conakry, Kissidougou, Macenta, N'zerekore and from other parts of the country met in Gueckedou to commemorate the beginning of the New Year and to give the inhabitants their moral support as the town is undergoing a gradual reconstruction process. It must be noted that this Prefecture Town was the worst hit during the rebels attacks of 2000.

Financial Audit in Guinea
Two IH finance auditors effected a surprise audit on Plan Guinea. The results of the audit have already been sent to WARO and IH. The annual audit of the Guinea Country Office was carried out by Luis Alfredo Escobar and David Addison during December 2 to 15 2002 and covers the period 1 September 2001 to 30 October 2002. The Audit Action List (AAL) was issued and sent to the RO for approval.

CPME/PPM training for frontline staff
December 2002 - CPME/PPM manager, Saa Gabriel Kamano with the assistance of Dabah Aghailas, CD Assistant and Jacques Tounkara, Program Coordinator hosted three-day refreshment training for frontline staff in the town of Gueckedou. The aim of the training was to refresh staff on CPME and see the established relations with PPM and how it operates.
Another session is scheduled for N'Zerekore [regrouping staff from Macenta and N'Zerekore] next February.

Program Audit
December 2002 - A Program Audit and the visit of ten program people to Guinea ended in December. Included were Program Auditors (Akhil Jurgran, Renu Singh, and Peter van Dommelen), the WARO technical group (Don McPhee, Fadimata Alainchar, Lillian Okwirry, Samuel Norgah, Joe Decosas), with Philip Taylor (PSM Bolivia) and Mac Abbey (CD Bangladesh).

A Program Audit is conducted as an independent review of program quality against a set of criteria or standards agreed by Plan's Program Audit Committee, and as set out in the Program Audit Study Framework (PASF)

Many positive points were recognized (including community participation and ownership of Plan, the Community Advisory Boards, transparency), and the main challenges fell into two broad categories:

1) Helping communities to articulate their vision and designate priorities, and

2) Focusing on quality and the continued management of a particular project. At the quarter's end, the audit was undergoing final review at IH.

Child Rights
October-November 2002 - throughout the month of October 2002 and into the first week of November, Forest Guinea was rocked by the waves of the Month of the Child. Plan Guinea in collaboration with the Prefects and local Ministries of Social Affaires, Women and Children, organized a series activities promoting the Rights of the Child Radio campaign. In each of the Prefectures of Kissidougou, Gueckedou, Macenta, N'Zerekore and Yomou:

• The children of each district voted 2 male and 2 female representatives in the Children's Committee at the sub-prefecture.

• The Children's Committee of each Sub-prefecture voted 2 male and 2 female representatives in the Children's Committee at the Prefecture level.

• The Children's committees in the Prefectures of Macenta and Gueckedou publicly and democratically voted their parliamentarians at national level (one girl and one girl).

The elections in Macenta and Gueckedou, presided by the Prefects, were a thrilling lesson in democracy to the children as well as the adults present.

Guéckédou get more classroom space
October 2002 - The Commune of Gueckedou inaugurated four upstairs school buildings (30 classrooms) co-financed by Plan of which two primary and two secondary. The ceremony was held in the presence of a strong delegation led by the Education Minister, Galéma GUILAVOGUI and the Prefects of Guéckedou, Kissidougou and Macenta. Gueckedou is Plan Guinea's oldest zone and these projects activities were suspended several times when Gueckedou went through a period of civil crisis back in 2000. The inauguration of these schools comes at an opportune moment when there is a pressing need for more classroom space.

A new strategy to improve school quality
October 2002 - As the school year begins, the Education Departments of Kissidougou and Macenta (DPE) in collaboration with Plan's Program Coordinators organized a meeting with teachers' supervisors to discuss a new strategy aimed at improving school quality. The new strategy adopted entails more direct supervision by the DPE in all communities while striving to make the school year 2002-2003 a success.


Dictionaries distributed to Secondary school Students
October 2002 - In the commune of N'Zérékoré, Plan's partnered-communities proceeded with the distribution of dictionaries to approximately 2.000 pupils of the 7th and 8th grades.

Also in N'zerekore, 2549 pupils of 6th grade benefited stationery - text books, uniforms, schools bags, etc. at the opening of the school year. Other zones are undertaking similar activities to assist parents with the high school cost they are confronted with each year.


Vaccination campaign - first phase
October 2002 - The first phase of the National Vaccination Campaign against poliomyelitis and the vitamin A deficiency was carried out in November across the nation. The Health Departments at the Prefecture (MOH) level and the Community Health Workers joined forces during the campaign while Plan assisted with funding to make this activity a success.


October 2002 - As the Town of Gueckedou recovers from its war scars; a one day meeting was organized in collaboration with the MOH Departments and Plan staff at the zone level to analyze existing health problems of the disaster zones (Kissidougou, Gueckedou, and Macenta) and to find alternative funding in order to cater to other pressing health needs of the populations.



October 20002 - The launching of IEC on the management of public infrastructures by the communities is ongoing as well as an action plan for the feasibility studies of water and sanitation projects. Souleymane Diallo, WAT/SAN specialist is piloting this program and training is scheduled for field partners on the PHAST method.

PPM roll-out session attended in Sierra Leone
August 2002: Two MIS people from Guinea (Guy Honoré and Leonel Nyoka) and Gabriel Kamano, CPME/PPM manager travelled to Sierra Leone to attend a PPM roll-out session with Samuel Norgah and other personnel from around the Region.

English language training visit to Ghana
In July Jacques Tounkara, Program Coordinator has traveled to Ghana to attend English courses for one month.

Program Audit preparations
July 19 - 26, David Harrington and Akhil from IH Program Audit visited Plan Guinea to prepare the program audit scheduled for November 2002. The team introduced the PA process to the management team and field visits were carried out in the zones of Macenta and Gueckedou to gain insight into Plan Guinea's operations.

NLNO visit to Learning Opportunities program
July 14-20, Kim Hartog and Polde Greve both from Plan NLNO visited Guinea to gain an insight into Plan Guinea's Learning Opportunities program. NLNO grants finance 50% of the education program and the visitors were there to monitor progress and get to know the people behind the reports.

Annual 'politique' meetings held in all Plan zones
July 2002, annual politique meetings were held in all Plan zones to review the "annual policy" for the coming fiscal year. Community leaders, Plan personnel and representatives from government agencies participated actively in these meetings to gather different opinions about Plan's policy.

Community Project Evaluation, a way forward
Two teams of Plan staff participated in annual project evaluation sessions held in communities in all Plan zones (Kissidougou, Gueckedou, Macenta and N'Zerekoré) from the 10 - 30 of June 2002.· These Community auto-evaluations were held for the first time in every CRD for three main reasons:

1. First, to pilot one of the tools that might eventually be developed to implement "the HIV/Aids competent communities program" (if funding is received)
2. Secondly, to see if the process resulted in richer and more informative project evaluations
3. Thirdly, to get recommendations for any future CPO/CSP processes and see what sectors were the highest priority for communities when it came to investing their own money.

Plan Sierra Leone and Niger visit Guinea
A team of six field staff from Plan SLE Sierra Leone, Moyamba PU and the PUM of Makeni did a study tour of the Programme Area of Plan Guinea from the 22 to 31 of May. The primarily objective was to have a first hand insight into Plan Guinea's approach of project management (CMP) and to share with Guinea, Plan Sierra Leone's experience on the same at field operational level.

A five person team from Plan Niger, led by CD Carlos Cortes, visited Plan Guinea from 6-9 June (same objective as Plan SLE team).

CONNECT extended to the field
Following a visit by the CONNECT team over 100 Plan and partner staff have attended a "team building workshop" run by the OSM, Adama Coulibaly. These workshops were carried out in June to reinforce team spirit amongst various collaborators.

Global Identity Final Rollout
Plan Guinea has proceeded smoothly with the introduction of the Global Identity (new logo and related items) in the month of May. The workshops conducted by the Brand Champion, Dabah Aghailas were held in all Plan zones marking the completion of the Global Identity final rollout for field staff at operational level.

CONNECT workshop for staff in Guinea
From 29 April to 1st May, 26 staff of Plan Guinea (including 3 members of the CMT), participated in the Connect Workshop. The facilitators of the workshop were Ms Paula Cook and Mr Philippe Crinelli. The topics studied were: Teams at Work and Time Management

News CPOs for Plan Guinea
About 120 frontline staff and representatives from different partner organisations took part in one of three workshops where new CPOs were outlined and additional comments solicited in the month of May (13th May in Kissidougou, 15th May in Gueckedou, and 17 May in Macenta).
